Omar Suleiman, Egypt's top intelligence chief, was appointed vice-president by Hosni Mubarak, the then-Egyptian president on January 29.

The move, the first ever such appointment since Mubarak became president in 1981, was part of a shake-up of the cabinet in an attempt to appease days of mass protests aimed at forcing Mubarak to resign.

Nearly two weeks later, Mubarak handed over some of his powers to Suleiman, though he did not specify which ones.

"I have delegated to the vice-president some of the power - the powers of the president according to the constitution," Mubarak said in a televised address on February 10.

On February 11, Suleiman appeared on state television for a brief statement in which he announced that the president was "waiving" his office, and had handed over authority to the Supreme Council of the Armed Forces.

Egyptian revolution
In the spring of 2011, a chaotic situation was witnessed in Egypt following an unrest that had culminated in the disposition of the government in April. According to the accounts of a number of protestors, misuse of power among many other grievances contributed to the chaos which exposed the wrath of the masses. Within a span of three months, the masses overthrew the government leading to a state of anarchy in the country that was once a haven of people in the Middle East. In an attempt to return things to normalcy, the armed forces took over the control of government as a way of preventing the escalation of the problems. The decision worked for the short-term but after few weeks of calm people went back to the streets in demand for socioeconomic reforms (Hafez 172). Later, it was established that the situation was no different to the events that led to the uprising in the first place. As a result to mitigate further damages a panel of eminent scholars regrouped in order to seek a solution to the crises. At the end of the chaotic situation that has continued to date in several parts of the country, more lessons were learned from the crises hence the reason the article is focusing on the crisis. As discussed, the paper addresses the factors that led to the crises as well as changes that are needed in the country in order to thwart the like hood of such a disaster from occurring in the future.
